A contract with Jviation was authorized at council meeting Tuesday. Nephi City Corporation, having considered the contract proposals submitted for improvements to the J. Randy McKnight Municipal Airport, AIP Project, agreed to the finalization of the contract. Mel Leseberg, Senior Consultant at Jviation, Inc., was on hand for the contract approval with his company. “The project has been worked on for quite some time,” said Leseberg. “Your contract proposal of $469,284.80 for the Construct Apron and Taxiway project is fair, equitable and in the best interest of Nephi City,” said Mark Jones, mayor. The council authorized the work to be performed and the contract proposal was accepted. In accordance with the terms of contract documents, Jviation is required to execute the formal contract and furnish the required performance bond and payment bond within 30 consecutive calendar days from and including the date of the notice. “The bid came in a bit lower than the engineer’s estimate,” said Seth Atkinson, city administrator. “The bid bond submitted with the contract proposal will be returned upon execution of the contract agreement and the furnishing of the performance bond and payment bond, within the time specified.” The award is still subject to the concurrence of the Federal Aviation Administration. The city’s airport engineer, Jviation, recently put out to bid a project to construct a second apron on the north end of the airport’s taxiway. The city received three bids with the lowest being Staker & Parson. “They have done excellent work for the airport in the past,” said Mark Jones, mayor. Their bid came in under the engineer’s estimate at $469,484.80. The council also approved an amendment to a previously signed agreement with Jviation to include the latest project. “We will forward the notice of award now,” said Leseberg. The Federal Aviation Administration will cover a significant portion of the cost of construction with the remainder being funded from the city’s Capital Project Fund. The city’s portion of the costs were budgeted this fiscal year, said Atkinson. “The FAA is funding the project at 96.3 percent,” said Leseberg. The mayor was authorized by the council to sign the notice of award, the agreement with Staker & Parson for construction work, and the amendment #3 to Jviation contract. The sponsor and the engineer (Jviation) agreed to amend their contract for improvements to the Nephi Municipal Airport, to include fees for engineering services. The improvement item is included in the Scope of Work of the original contract. Staker & Parson have done work in the past for the city, said Jones. “We have been satisfied with the work they did for us on previous projects.” Just one example of that was a job done by Staker & Parson in the year 2004, when the company was awarded another bid for $1,578,407.05 for construction at the Nephi City Municipal Airport. That project included: construction of 800 feet of pavement on the north end of the runway; construction of taxiway; asphalt overlays on the existing runway and taxiway; runway and taxiway lighting on the 800-foot runway extension and on taxiway south; construction of a new beacon and tower; and construction of subsurface edge drain system.
