State law requires that a tentative budget for next
fiscal year, which begins July 1, be filed with the city
council at its first meeting in May.
To comply with the law, a tentative budget had been
prepared for the council to review.
"This is the beginning of our discussions," said Randy
McKnight, city administrator. "This is not the final budget,
by any means."
In fact, he said, the tentative budget represented the
beginning of the work that the council will do to determine
where cuts should be made or if the budget can stand
as-is.
"The total appropriations budget for all funds for the
fiscal year 2003 to 2004 is $10,648,6432," said
McKnight.
In the suggested budget, which council members will
take pencil to in coming weeks, has 16 areas in the general
fund. They are: total administrative, $494,618; justice
court, $37,698; non-departmental, $147,105; general
government buildings, $38,146; planning and zoning, $68,659;
police department, $605,000; fire department, $0; building
inspection, $33,194; streets department, $288,086; airport,

library, $77,500; cemeteries, $87,450; and contributions to
capital fund, $115,000 for a total of $2,285,986.
That total represents the general fund which is added
to other funds for the total appropriations budget, all
funds.
Those budgets are, in addition to the general fund
total, capital projects fund, $2,145,000; water and sewer
fund, $1,250,550; electric fund, $2,903,050; solid waste
