A street fee, charged all new
Nephi residences, was raised from $15 per frontage foot to
$38 per frontage foot.
Nephi City council members
increased the fee at council meeting on Tuesday.
The council revised the street
improvement fee charged to new homes being developed in the
established block system of the city in order to reflect the
increased construction costs of the improvements.
"The fee has been in place for a
long time," said Randy McKnight, city administrator. "It was
adequate for many years but with increasing costs for road
bas and asphalt, it is no longer."
The price covers the cost of
adding the asphalt road from the curb line to the edge of
the existing asphalt roads in the city.
"Is this the break-even cost
based on research?" asked Mark Jones, mayor.
He was told that was the case
and, with the rising cost of materials, the old fee no
longer covered expenses.
"We require the home-owner to put
in the curb and gutter," said Blair Painter, city
recorder.
The new fee became effective
immediately excepting for those who are already in the
process.
"If we have committed to the home
builder under the old fee, we will honor that commitment,"
said McKnight.
Subdivision Developers are
required to build all roads and other superstructures prior
to beginning to build homes. Therefore, the fee does not
apply to them because they are responsible to build the
roads.
The fee will be collected at the
time the building permit is issued, said McKnight.
