A Nephi Recreation Department fee adjustment was approved allowing new fee increases. Nephi City Council members agreed to the increase and to their being adjusted in the city’s master fee resolution. “As our number of programs grow it is imperative that we evaluate how we spend our staff time, assuring we are having a high level of cost recovery for our time,” said John Bradley, Recreation Director, in a recommendation he submitted to the council. “Additionally, as we get more users at our gyms and outdoor fields we have to evaluate how much users are paying to use the spaces and the correct fee philosophy,” he said. After a recent work session conversation between the council and Bradley, he suggested two recommendations. He requested that the council accept the recommended fee increase for private team use in the gyms. Instead of each group paying $100 for unlimited annual use (as low as $2.78 per hour); groups would pay a step increase depending on the number of hours per season. For example, the increase would cost $100 for 8 hours; $150 for 12 hours; $200 for 16 hours; $250 for 24 hours; $300 for 36 hours. “This helps staff to recoup costs with staffing, maintenance and utilities for such gym rentals,” said Bradley. He further requested that the council accept the recommended additional fee for hourly rentals at the ball fields. “This takes into consideration private groups that want to reserve space for practice but do not need field preparation,” said Bradley. “After reviewing other cities, we recommend $15 per hour for soccer, softball, baseball.” They would be assigned after recreation programs receive first priority. The field rental policy requires that all rentals must be scheduled through the recreation department, that renters must provide proof of general liability insurance of $1,000,000. Field rental will not be officially scheduled until all fees are paid in full and insurance requirements are met. Nephi City Recreation programs will always have priority for scheduling ball fields managed by Nephi City. Juab School District will have access to Nebo View fields rent free, based on a facility joint use agreement. Park curfew is 11 p.m., unless an exception is granted by Nephi City. The renter is expected to clean up garbage in ball field complex and dugouts. No painting, marking or altering of fields is allowed without prior permission. Nephi City will prepare ball fields for play. Renters do not have permission to remove existing park banners on fences. Renter must get permission to hang approved banners during their event. Field Rental Fee Schedule: General Rentals & Individual Game/Small Tournament Rentals: Two week notice required for tournament rentals. Nebo View Fields (four fields) will be $65 per field per day. The fee includes one field prep at the beginning of the day per field. The rental will cover daylight hours. Scoreboards are included. Lights are an additional $20 per field per day. Additional preps may be scheduled at $25 per field. (Usually needed for larger tournaments) One field prep: includes field dragging, spraying down and chalking. Canyon View Field (1 Field) It will cost $65 per field per day. The fee includes one field prep at the beginning of the day per field. Rental will cover daylight hours. Scoreboard is included. Lights are an additional $20 per field per day. Additional preps may be scheduled at $25 per field. (Usually needed for larger tournaments) One week notice is required for hourly field rentals. Teams that would like to rent ballfields for private practice but would not need field preparation. Field reservation priority will always go first to Nephi Recreation Department programs. Fees are: Soccer, $15 per hour; Baseball/Softball, $15 per hour. Nephi City Community Affiliate programs pay: This price is given to a local sport program that is offering a sport league that Nephi Recreation does not currently serve that is open to everyone. (For youth does not include programs with tryouts and cuts) It will be $7.50 per person for youth sport leagues (using city parks or facilities) and includes regular season and one post season tournament; $75 per team for adult sport leagues (using city parks or facilities) and includes regular season and one post season tournament. Large Tournament Rentals—three month notice required for large tournament rentals to assure fields are scheduled. This rate applies to tournaments bringing in at least 12 teams to town over a period of at least 2 days. All tournament arrangements and expenses (including officials, prizes, etc...) are provided by the tournament. Tournaments are $100 per day for all fields involved in the tournament. (Including scoreboards and lights). The fee would include field prep to start tournament. (Including field dragging, spraying & chalking). Additional field prep may be scheduled at $25 per field.4> |
