Josh Brooks approached the Levan Town council to ask
permission to place 10 American flags in the Levan Cemetery
for Memorial Day. Josh wants to do this project to honor his
father, Tony Brooks, who passed away in 1999. Brooks has
purchased ten flags and will furnish the PVC pipe to make
temporary flag poles. Since the beautification project at
the cemetery is under way, the flags on PVC poles will be
temporary until the beautification project is complete.
Brooks said he will do it this year and see if everyone
likes the flags. Brooks will be responsible to put the flags
up and take them down.
The Council liked idea and will donate $200 toward the
flag project. This will enable Brooks to purchase and
install at least 20 flags in the cemetery. Brooks will also
take donations from anyone who wants to help with the
project. Sandra Brooks, grandmother of Josh, said a
Veteran's Memorial is also being planned for the cemetery as
a part of the planned beautification.
William Tanner owns some property in Levan and
in 1997 had it surveyed and divided into 1/3-acre building
lots. The current ordinance states that 1/2 acre is required
for building lots. Tanner said he had complied with all the
requirements in 1997 and wanted his survey grandfathered in
because he did not have the survey recorded with the County
before the new ordinance was adopted.
Rod Wankier thought that the Council could not grant a
variance, it had to be done through the Board of
Adjustments. Mayor Robinson stated that this was the type of
problem the Town would have to deal with when they passed
the 1/2-acre ordinance and he didn't know if a variance was
being asked for. Janet Carter thought that it would have to
go to Planning and Zoning. The Planning and Zoning now
requires that a recorded deed be brought before them to get
a building permit for any property.
Mayor Robinson proposed a motion to accept Tanner's
request to allow him to sell 1/3-acre building lots with the
stipulation that the property needed for the road be
immediately deeded to the Town at Tanner's expense. A vote
was not called for. Wankier and Worwood said they were going
to go with the ordinance. Aagard thought Tanner should be
okayed. Shurtz was absent. Sandy Brooks advised the Mayor
that he would open a bigger can of worms if he did not
follow the current ordinance.
Tanner said that he had complied with all that was
required in 1997 and now all of a sudden a new ordinance was
passed. Janet Carter stated that they had given a 30-day
notice and advertised it in the newspaper for three weeks. A
public hearing was held before it was voted on. "We complied
with all the laws necessary to adopt an ordinance."
Holly Young represented the Travel Council.
Nephi has agreed to be a host for the Olympic Torch and
Young asked the Town Council if they would like to appoint a
person to serve on the committee to plan a celebration for
the Olympic Torch. The torch will be in Nephi on Feb. 5,
2002 from approximately 4-5 p.m. A call for a volunteer to
serve on this committee will be posted in the post office
and store.
Robert Shepherd was granted permission to lease
the west property owned by the Town.
A budget hearing was scheduled for 6 p.m. on
June 20, 2001. A discussion will be held to discuss the
2001-2002 budget. The tentative budget will be available at
the Town Hall on June 13, 2001.
The Planning and Zoning Committee reported that
building permits had been approved for a home for Evelyn and
Bill Peeler at 100 North 500 East, Tony Ballow for an
addition to his home, Thomas and Carol Mattinson for a
garage. Lisa Evans checked on a lot she is planning to
purchase to see if it is a buildable lot. Wallace Ballow
approached the committee about requirements for building a
roadway at 200 S between 400 East and 500 East. Some
property owners in the area are not willing to deed property
to the Town to build a road. Some property owners have
proposed a cul-de-sac in that area.
A business license was passed for Tot Spot for
Edris J. Carter.
Ralph Wilson said the vandalism in the cemetery
and the park needs to be stopped. Signs will be posted
offering a reward for information leading to the prosecution
of vandals.
Brad Mertz representing BFI told the council
that his company has taken over the solid waste removal for
Levan. They see no changes in our solid waste service.
Bruce Rowley wants the inter-local agreement
finished up. He would like it done before the new budget
hearing.
Craig Worwood reported that the new valve had
been installed in Rose Bush. He will know by next week about
the grant for our sidewalks. The new electric service for
the park will be $1,000.
Arrangements need to be made to mow the
streets.
Ryan Aagard was approached to give $50 to
support the Ute Stampede Baby Contest. It was voted on and
passed.
A discussion was held on the needed improvements
for the ball park.
Rod Wankier told of improvements to be finished up at
the park. Mayor Robinson said the improvements should be in
place by summer.
