An accident which burned the driver with hot tar when the
truck he was driving overturned occurred at 6 a.m. on
Sunday, April 3 on Interstate-15.
Utah Highway Patrol Trooper Greg Kelsey, the
investigating officer, identified the driver as Robert
Warren Goodwin of Nampa, Idaho.
The vehicle was a tractor-tanker and was pulling a
tanker-trailer.
"The vehicle was loaded with hot tar (considered
hazardous material) of approximately 8,000 gallons," said
Hoby Metz, Utah Highway Patrol Sgt.
The diesel tractor-trailer unit was traveling southbound
from Utah County. It originated in Blackfoot, Idaho, and was
en route to Fredonia, Arizona.
The accident occurred at mile marker 240.2 in the south
bound lane of travel.
"The evidence at the scene showed the semi leaving the
inside travel lane and, moving gradually, traveled into the
median. The driver, and only occupant, tried to control the
vehicle, but couldn't," said Metz.
The tractor-trailer overturned. The tank, connected to
the tractor, separated from the tractor. The trailer also
separated from the tractor.
"The semi came to a rest in the median," said Metz. "The
driver sustained burns, broken ribs, and other minor
injuries."
The company owning the truck was identified as Idaho
Asphalt Supply of Idaho Falls, Idaho.
"The contents of the trailers spilled," said Metz."Hot
tar flowed down the median into a drain pipe under the
southbound lanes and flowed out into a west side field."
It was later determined that approximately 8,000 gallons
had spilled.
Doyle's Diesel, of Nephi, responded, removed the cab and
trailer and assumed responsibility for the clean-up.
The crash involved multi agencies, said Metz.
Involved were: East Juab Ambulance Association, Rocky
Ridge Fire Department, Juab County Fire Marshal Casey
Reynolds, Juab County Sheriffs Office and Sheriff Alden
Orme, Juab County Haz Mat Coordinator, Fred Smalley, Utah
Department of Transportation personnel consisting of UDOT
Safety Engineer, Nephi Shed 322, and the Incident Management
Team, as well as several UHP personnel from Utah and Juab
Counties.
