Nephi City Council members reviewed a draft memorandum of
understanding between the city and eight other entities to
enable a nebo Loop Scenic By-way improvement project to take
place.
"This doesn't represent a large financial commitment on
the part of the city," said Denton Hatch, city attorney,
"since the MOU obligates all entities equally."
The agencies--Unita National Forest, Utah County, Juab
County, Payson City, Region 3 Utah Department of
Transportation , Peteetneet Academy, Mountainland
Association of Governments, the Utah Society for
Environmental Education and Nephi--are working on
improvement projects which will require a formalization of
the organizations and agencies through the memorandum.
Council members authorized the mayor, Chad Brough, to
sign the document once it is completed in final draft
form.
Richard Paxman, city council member, and Randy McKnight,
city administrator, have been meeting with the committee
formed to work out terms of the memorandum.
"We have been working on the memorandum which makes way
for management of the grant for funding for improvements,"
he said.
"It has been decided to break the improvement effort into
difference projects with the entity most affected by the
improvement to take govern the construction of that
project," said McKnight.
In addition, each entity will be responsible for finding
someone or a group to make private contributions to help
with the matching funds stipulation of the grant.
The ISTEA grant received will allow construction of four
orientation centers with kiosks, creation of three
interpretive sites with rest rooms, development of six
scenic overlooks with interpretive signs, development of the
Devil's Kitchen Rest Area, and development of interpretive
materials such as audio tour tapes, audio tour markers,
brochures, maps, video and an internet homepage.
"The Nebo Loop Road has been designated a national scenic
by-way," said Paxman.
