PUBLIC NOTICE The Utah State Office of the Bureau of Land
Management (BLM) is preparing an Environmental Assessment
(EA) for the proposed Questar Pipeline Company (QPC) Mona
/ Currant Creek Pipeline Project. The Mona / Currant
Creek Pipeline Project involves construction and
operation of a 13.3-mile-long, 20-inch-diameter, buried
natural gas pipeline. The pipeline would extend from the
western end of QPC's existing Main Line 104 pipeline,
approximately two miles northwest of Elberta, Utah, to a
proposed natural gas-fired power plant that would be
located on private property approximately four miles west
of Mona, Utah. Construction of the pipeline would not
begin until construction of the power plant is underway.
The 13.3-mile-long pipeline would be constructed adjacent
to existing power lines and would cross approximately 4.5
miles of land administered by the BLM. An alternative
pipeline route that would avoid federal land will also be
analyzed in the EA. Because the federal government has
very little, if any, control over the pipeline or
proposed power plant, BLM's obligation under the National
Environmental Policy Act is limited to analysis of the
environmental impacts of the proposed and alternative
routes for the segment of pipeline that would cross BLM
land. The EA will be prepared for the BLM by SWCA, a
consulting firm in Salt Lake City. The BLM is requesting
comments regarding the issues and alternatives to be
addressed for this project. Please provide any comments
that you may have to Shawn Childs at SWCA, 230 South 500
East Suite 380, Salt Lake City, UT 84102-2015 by January
1, 2004. Based on the level of public interest in the
project and the complexity of the issues identified, BLM
will decide if a public comment period on the EA is
needed before a finding on the significance of the
impacts and a decision on the project can be made.
