Thanks to the Nephi City Fire Department. After two mysterious fires in two weeks, we are thankful they are so fast and efficient in answering calls. Thank you. DeVon and LaVeryl Winn.
The Scouts from Mona would like to thank all the land owners that participated and let us use their land for the Pheasant Hunt this year. It was a huge success. We would also like to thank the Juab County Sheriff's Patrol for the time and equipment they donated to protect the land owners property and livestock. This year the scouts brought and raised their own Pheasants. We had a lot of help with this. We would like to thank Mike Keyte and Edith Johnson of the Longridge Game Ranch in Mona, Mike Bird for all his help in getting the chicks and raising them, Alan Denise pay for letting us put the flying pens on their property and all the help they gave us in taking care of them until the Hunt. This would not have been possible or such a great success if it were not for these people. If they didn't have a place to hunt, it would not of been possible. More and more land is being posted and people really appreciate a place to hunt. The Pheasants were released Thursday and Friday before the hunt and all in all people were pretty glad about the quantity of birds. There was more licenses sold this year than any other year. There was only one situation where a land owner posted his property after the birds had been released and this is our big fund raiser of the year. The money generated from this pays for summer camp and scouting equipment. This past year the boys attended Scofield. This is a week long camp out. They have the opportunity to earn 16 different Merit badges. Most all the boys earned at least two. The Scouts from troop 910 would like to thank Howard Stubbs for his help in these boys Cooking Merit Badge. They are quite the cooks when it comes to Dutch ovens. They took First Place at the County Fair this year. We congratulate them in all of their efforts. The Scouting program is so important to these youth. The things they learn and do are going to be some of the most memorable things in their lives. We salute you, their leaders for the wonderful that you do and for all the time you put into making these programs run smoothly. All of this is possible because they have an opportunity to have a three day hunt and have the support of a wonderful community that cares about its youth. Thanks again.

ORDINANCE NO. 11/16/99 AN ORDINANCE PROVIDING FOR THE REGULATION OF OFF-HIGHWAY VEHICLES AND OPERATORS WHEREAS, pursuant to state statutes, Nephi City is authorized to adopt local ordinances and laws relating to the operation and equipment of off-highway vehicles (as the same are defined in state statutes), including the designation of lands, streets, roadways, and so forth which are open to off-highway vehicles; and, WHEREAS, it is the desire and intent of the City Council to regulate such use within city boundaries and to designate roadways which are accessible for use by off-highway vehicles. "Off-highway" vehicle means any snowmobile or all-terrain Type One vehicle, all-terrain Type Two vehicle, or motorcycle engaged in off-highway use. 11.410 - - Streets designated for use. - From the operator's residence (by shortest route) to and including the streets of 700 North Street, including the golf course road; 200 West Street from 700 North to 500 South; 500 South Street from 400 East to the west city limits; 400 East Street from 700 North to 500 South; and 100 South Street from 400 East to 800 East are designated for use by off-highway vehicles. 11.415 - Speed on designated streets.. All off-highway vehicles using the aforementioned designated streets shall be operated at all times in accordance with all applicable state, county, and city laws and regulations and will not exceed fifteen miles per hour. 11.420 - Mufflers. Every vehicle shall be equipped, maintained, and operated to prevent excessive or unusual noise. Every motor vehicle shall at all times be equipped with a muffler or other effective noise suppressing system in good working order and in constant operation. A person may not use a muffler cut-out, bypass, or similar device.. 11.430 - Riding area designated. Wherever possible, the off-road vehicle will be ridden on the outside edge of the asphalt so as not to impede regular traffic. 11.440 - Vehicle registration required. Vehicles must be registered according to state requirements and display the appropriate decals. 11.445 - Use restrictions. Off-highway vehicles shall be used and operated only on or over such public lands, trails, streets, roads or highways within Nephi City that are designated by this ordinance as open to such vehicle use, and all such designated access ways shall be posted by signs to evidence their use as off-highway vehicle roadways. 11.450 - License or safety certificate required. A. Any person operating an off-highway vehicle is subject to the provisions of Chapter 6, Title 41 of the Utah Code and Chapter 22, Title 41 of the Utah Code. Any person operating an off-highway vehicle is subject to the following provisions: 1. - No person may operate an off-highway vehicle on any land, trail, street or highway designated as open to off-highway vehicle use or in the manner prescribed by Utah Code Section 41-2210.3 unless the person possesses: a. - A valid motor vehicle operator's license, as provided in Chapter 2, Title 41 of the Utah Code, or b. - The appropriate safety certificate issued by the division under this chapter; 2. All operators of off-highway vehicles who are ages eight (8) through thirteen (13), inclusive, shall be accompanied while operating such vehicle within City limits by an adult on an accompanying licensed all-terrain Type I or II vehicle, motorcycle or snowmobile (as defined by state statute). All operators of off-highway vehicles who are fourteen (14) or fifteen (15) years of age do not need to be accompanied by an adult. 11.455 - Operation age requirement. No person under eight years of age may operate and no owner may give another person-who is under eight years of age permission to operate an off-highway vehicle on any public land, trail, street or highway of this state. 11-460 - Safety certificate required for persons between the ages of eight and sixteen. A. No person who is eight years of age or older but under sixteen years of age may operate and no owner may give that person permission to operate an off-highway vehicle on any public land, trail, street or highway of this state unless the person is operating the vehicle under one of the following conditions: 1. He is under the direct supervision of a certified off-highway vehicle safety instructor during a scheduled safety training course; or 2. - He has in his possession the appropriate safety certificate issued by the division. 11.465 - Violation--Penalty. Unless another penalty is provided for in this chapter, or elsewhere in the laws of this state, any person who violates any provision of this chapter is guilty of a Class B misdemeanor. PUBLIC HEARING NOTICE OF INTENT TO ANNEX Patrick L. Painter On September 14, 1999, the Town Council of Mona, Utah, passed a motion to accept the petition of Patrick L. Painter to annex property located on the existing South Boundary line of Mona on the South side of Cemetery Lane and West of U. S. Highway 91 more particularly described as follows: Commencing at the Northwest corner of Section 5, Township 12 South, Range 1 East, Salt Lake Base & Meridian; thence as follows: N 89° 17' 51" E, 1,313.61' along section line to highway right of way; S 10° 20' 14" E, 1,345.90' along right of way to 1/16 line; S 89° 24' 10" W, 199.78' along 1/16 line to SE cor. of Lot 4, said section; S 01° 24' 22" E, 330.88' along 1/16 line to south line of N 1/2 of N 1/2 of the Southwest 1/4 of the Northwest 1/4 of said Section 5; S 89° 24' 59" W, 1,336.39' along said South line to West line of Section 5; N 00° 56' 12" W, 1,654.65' to the point of beginning. Containing 53.449+ acres. (Basis of Bearing = N 89° 17' 51" E between NW corner and North 1/4 of Section 5, Township 12 South, Range 1 East, Salt Lake Base and Meridian.) The described petition of annexation was certified on June 25, 1999, by the Mona Town Clerk to be in compliance, and was re certified on September 15, 1999. Copies of the petition and map are available for inspection and copying at the Mona Town Office located at 50 West Center, Mona, Utah. The Town of Mona may grant the petition and annex the area described in the petition unless a written protest to the annexation petition is filed with the Juab County Clerk located at 160 North Main, Nephi, Utah, and a copy of the protest delivered to the Mona Town Clerk. The protest period will be 60 days from the date of certification and will end November 15, 1999. The owners of private real property in the unincorporated area within 1/2 mile of the property proposed for annexation may protest if their property includes 25% of the unincorporated private land area within 1/2 mile of the proposed annexation area, and represents 15% of the total value of properties within 1/2 mile of the proposed annexation area. No valid protests were filed within the protest period ending November 15, 1999. A Public Hearing will be held to consider adopting an ordinance annexing the above described property on November 29, 1999, at 7:00 p.m. at the Mona School located at 260 E 200 S, Mona, Utah.
