  • Levan approves manufacturing business

NEW BUSINESS • Levan Town council members discuss new business with Ben Edwards, owner of new business that will manufacture Teddy Bears in Levan.

LLC Incorporated, owned by Ben Edwards, has been approved a business license to manufacture Teddy Bears. They are currently using their home and will be adding another location (the old Country Junction) to make and distribute the Teddy Bears. They now have 7 employees and by January 2000 they will have hired 30 employees. The company is currently in the process of looking for land to build a 60x30 building to work out of. Their lawyer, Karen Goodmansen was present and asked the town council for their help in backing this company so that they could get the needed funding to help this company get on their feet.

Ben Edwards and lawyers are currently working with Glenn Greenhalgh of the Six County and Utah Technology Finance Corporation. They asked Mayor Robinson to call Glenn Greenhalgh and voice his support for this company.

Mayor Robinson stated that he was excited to have them in Levan and looked forward to what this could bring to the community.

•Rachelle Bryan, clerk for the council, presented the tallies and totals of the current election for new council members. Council Members needed to look the totals over and voice that they understood that Rodney G Wankier received 187 votes, Ryan Aagard received 110, Alan Jay Paystrup received 109 and Ralph Wilson received 2 write-in votes. Mayor Robinson said that he appreciated all the pollers who dutifully served the day of the elections.

•The Town Council placed an opinion poll for the voters to voice their opinion about the sewer system and annexation.

The first question stated, "Should Levan Town continue to pursue a centralized collection and waste water treatment facility (sewer system)?" Results were 81 voters said Yes and 113 voters said No.

The second question stated, "Should Levan Town continue to pursue annexation, which is allowing properties on the edge of town, currently in Juab County, to become part of Levan Town?" 51 voters said Yes and 142 voters said No. Mayor Robinson told council members that these figures would be sent to Sunrise Engineering. Sunrise Engineering was concerned as to whether the residents were for or against the sewer system.

Mayor Robinson decided to postpone the public hearing on the sewer system to a later date. There is grant money available for the sewer system but before we can get any grant money we need to get a bond that the town can afford. The bond will include all hook-up fees, said Mayor Robinson. Rod Wankier stated that residents will still need to hook-up their home from the street and that could be pretty expensive. Mayor Robinson said that the Division of Water Quality would base the fee on the salary of residents and the cost would be around $25-$30.00 per month.

•Mike Mann, Fire Chief, wanted permission to provide and install two display cases. One display case for the Fire Department and one for the town. Council member Alden Shurtz said that it was a wonderful idea because there are trophies that sit in the back and should be displayed. This idea was approve by all council members.

•Permission was granted to supply the town Christmas party with 600 candy bars.

•The town council put together 4 projects to be used for Eagle Scout projects. 1. To take down and install the fence at the south side of the cemetery. 2. Sidewalks around the park area and a sidewalk to the restrooms. 3. Help install the swing set at the park. 4. Make the playbox (Bark Box) in the play area at the park.

•Council member Craig Worwood told residents that the swing set for the park has arrived. He also wanted permission to go December 5th to T&T Auction to bid on a used snowplow.

•Council member Ralph Wilson showed Mayor Robinson two violation letters for him to sign. The Planning and Zoning writes out the violation letters to residents and the mayor signs them and they are sent out to stop anything that is in violation.

The first letter will be going to Ed and Sharon Sorensen because they planted trees under power lines and to far out on their corner. The trees are a hazard for the buses and other cars to see the oncoming traffic. The second letter is going out to Jon and Nancy Allen because they do not have a building permit for a shed being built and construction on a vacant house.

Council member Craig Worwood stated that building permits need to be paid for at the time that they are picked up, before any construction is done. He told council members that there are some permits that are a year old and have never been paid for but the work is complete.

•Council member Alden Shurtz is concerned about culverts that need reflector lights next to them. Ryan Aagard donated as many as they need. Ryan has around 200 at his house that he would like to get rid of.

•Council member Bryce Christensen would like the town to get started charging impact fees. Mayor Robinson explained that he needed to work through the paperwork, maybe he could get the lawyer to do what paperwork is necessary. "The sooner we start charging impact fees the better off we are." said Council member Bryce Christensen.

•The next council meeting will be held Wednesday, Dec. 15, at 7 p.m.
