By Myrna Trauntvein Times-News Correspondent Concerns kept an interlocal agreement from being adopted for signature. The interlocal agreement between Juab County, Juab School District and Nephi City was to make certain that the tennis courts, to be built near the high school, would become a reality. The agreement was still in draft form but an item requiring the county to pay for some of the maintenance drew the concern of commissioners. "It is still a draft," said Jared Eldridge, county attorney. "The agreement does ask the county to shoulder some maintenance costs." Not one of the three commissioners thought the discussions they had with the other entities had ever indicated the commission was willing to obligate the county to paying on-going maintenance fees. "They need to come up with a number that is definite," said Neil Cook, commission chairman. Steele said he had thought the on-going maintenance was the responsibility of the high school and thought, at least, the county commission would need to have some sort of idea what that figure would be before committing any funds. "It is not something that I am terribly excited about," said Robert Steele, commissioner. "I don't think we agreed to maintenance," said Val Jones, commissioner. "I think we stepped out of the loop agreeing to help pay for the tennis courts." Cook said he did not think the agreement was concerned with the day-to-day maintenance. Rather, he thought the county was being asked to pay a fee on an on-going basis that would allow major renovations, if ever needed. "We do need to sit down and hammer the agreement out," said Cook. Another issue to be considered was the liability of the county as far as carrying insurance on the fields. "The school district will have lability during school hours, during games and tournaments," Cook said. However, after those hours the city and county would, likely, need to have liability insurance. Mike Seely, county administrator, was asked to check with the Utah County Insurance pool and make certain that the county would be insured and find out what the cost would be. Jones said he would talk with the city about the county commission's concerns. "I think our agreement was to help finance the project not to pay for maintenance," said Steele. |
