  • Levan passes subdivision ordinance!

A Public Hearing was held Oct. 20, 1999, to receive comment from residents concerning the proposed subdivision ordinances. The ordinances contained information stating that in a new subdivision roads, utilities (septic systems, gas water and electric) need to be in place and bonds need to be posted before any building permits are issued. Building permits are good for a one-year period.

Mayor Robinson stated that the Planning and Zoning Committee has worked hard to get the new ordinances in place. Levan Town Council Members approved the ordinance and it will take effect in 30 days on Nov. 20, 1999.

•Rod Wankier asked council members if he could hook-up a stock water line. The water line is already being used for stock water and he would like to connect to that line.

Council Member Craig Worwood stated that there was an ordinance in effect that no more lines are to be run for stock water. The current line has three residents that are sharing that line and are being charged $50.00 per year/per resident.

Jason Worwood told council members that the meter is being checked every month to make sure that the usage does not get out of hand.

The council decided that as long as he has permission from the other three residents and if he is willing to pay $50.00 a year that it would be all right. Rod said that he would run the line at his cost and would keep it maintained.

•Amberlee Worwood, owner of Country Junction, presented figures to the council on approximately how much she has profited from the town using her gas pumps. It is very little she told council members. There is an issue about rumors being said that the only reason Jason Worwood, town employee, was using the pumps was to benefit their family through owning the store.

Amberlee told council members that if they did get a gas card from the state, so that the town would not have to pay the taxes of 42.9 cents a gallon, it would be less expensive for the town.

Mayor Robinson told her yes, that it would save the town money but that he has not got around to doing that. Amberlee would like to see the town work with her as far as supporting her.

Mayor Robinson stated that with cleaning supplies, the town should save their money and buy them in bulk. Council Members disagreed and said that the town should be supporting her and buying what they needed from her.

Amberlee offered to buy what they needed and sell it to them at wholesale prices as she does for other organization. Amberlee asked if they would check into getting commercial rates on her utilities instead of paying residential rates.

The Council Members, with the exception of member Craig Worwood, voted to check into what commercial rates would run. Currently they have no commercial accounts.

•Planning and Zoning would like something done about residents that do not have building permits and are in violation. Anytime that the structure of a home changes or building of sheds, garages, carports, or fences ect. need to go before the Planning and Zoning Committee and receive a building permit before any work can be done. This also includes trees being planted on town property or on private property towards the corner of the lot blocking the view of the road.

The Planning and Zoning will be filling out violation letters and the mayor will sign them. The letters will then be forwarded to County Inspector Verl Wilkey to put stop orders on any construction being done. Without a permit the structure could be torn down without one.

•Firefighter trainers Todd Miles and Mike Smith presented Mike Mann, Shane Luna and Dave Turley with certificates of completion from Firefighter 1 training. Todd Miles explained that the three men have worked very hard to complete this training and should be commended. It is a great accomplishment for these men, said Todd Miles. It is very rare to see a town of this size have three firefighters complete this kind of certification.

•Mike Mann, representing Levan Town Fire Department told council members that burning permits will be available Oct. 30-Nov. 29, 1999. This permit can be obtained from Gayle at the town hall or from Mike Mann. There have been too many fires out of control and things have been burned that shouldn't have been burned down.

Mike Mann invited council members to a Juab County Fire Chiefs' meeting that will be held Nov. 10, 1999, at 7 p.m. in Levan.

•Any resident's concerns or complaints should be in writing with a signature and filed with any council member before the concern or complaint can be handled. Then it will go before the board to resolve the resident's concern.

•A natural gas hook-up incentive program will start Nov. 1, 1999, through Feb. 28, 2000. Credit will be on your utility bill if you change any appliance to gas. For further information contact Gayle at the town hall.

•Council Member Craig Worwood asked Mayor Robinson what they wanted to do about the snow plow, whether to fix the old truck or get a price on another one.

Council Member Bryce Christensen would like to see the snow plow put on another Ford truck, but Jason Worwood did not think that the trucks were reliable and running good enough to do the job.

Worwood told council members that the windshield wipers did not work and they had to break out the window to not get over-come with fumes. After a discussion it was decided that Council Member Worwood would check and see what a new/used truck would cost.

•The next meeting will be held Nov. 17, 1999, at 7 p.m. A public hearing will be held at 6:30 p.m. to discuss the Waste Water and Sewer Project.
