  • Juab County Commissioners adopt resolution for a special service recreation district

A resolution proposing the creation of a special service recreation district was adopted by Juab County Commissioners on Monday.

Commissioners also set a public hearing date and time. That date is Nov. 16 and the time is 6 p.m. The hearing will be held in commission chambers.

"This is a resolution just starting the process," said Neil Cook, commission chairman. "The resolution doesn't form a district."

In addition, said Robert Steele, commissioner, the district will not be a taxing district until the public determines through an poll vote that taxes should be levied to support such a district.

The resolution sets forth the proposal to be considered and discussed at the public meeting, said Jared Eldridge, county attorney.

"Now therefore, be it resolved that the Juab County Board of Commissioners declares that the public health, convenience and necessity requires the establishment of a special service recreation district," reads part of the resolution.

It is also resolved that the recreation district be called the Juab Special Service Recreation District and that it will encompass all the portion of the county lying east of Range 5 West, Salt Lake Baseline and Meridian.

Any recreation district created by the county will be authorized to provide general recreation services to the citizens of the county.

General recreation services may include, but are not limited to, construction and operation of a recreation center, construction and operation of a swimming facility, organization and administration of adult and youth athletic programs, management and operation of all county recreation facilities and any additional recreation related undertakings the recreation district board may approve.

Eldridge said the resolution required a roll call vote, meaning that each commissioner had to vote vocally and that vote would be recorded individually on the document.

All commissioners voted in favor of adopting the resolution.

Eldridge said that Utah Code allows a county to establish a special service district to provide recreation services.

"I think we will have quite a few residents attend the public hearing," said Steele.
