NOTICE A notice of intent for the following project
submitted in accordance with §R307-401-1, Utah
Administrative Code (UAC), has been received for
consideration by the Executive Secretary, Utah Air
Quality Board: Spring Canyon Energy, LLC, USA Power
Partners, LLC, P.O. Box 774000-359, Steam Boat Springs,
CO 80477. Project Location: From Salt Lake City take I-15
south approximately 77 miles to Hwy 54. Take exit and
proceed west through Mona. Go 1/2 mile north on Goshen
Canyon Road; Plant site is 1/2 mile to the west. Project
Description: Power Generating Facility In order to
optimize the plant's efficiency and output, Spring Canyon
Energy, LLC (SCE) requests a non-major modification to
their approval order DAQE-AN2627001-02, by adding a
second identical unit (GT with inlet chillers; HRSG with
duct burners) with a maximum generating capacity of 265
MW (net). The facility will now have a maximum generating
capacity of 540 MW (net) at 590F. The gas turbine
emissions will not exceed 2.0 ppmvd NOx (corrected to 15%
O2) and 4.0 ppmvd CO (10 ppmvd with duct firing).
Additionally, SCE requests addition of one 30 x 106 Btu
per hour natural gas fired auxiliary boiler equipped with
ultra Low-NOx burners to supply auxiliary steam for the
facility. The auxiliary boiler is designed to maintain
steam turbine shaft seals, condenser vacuum and elevated
temperatures within the steam turbine and steam system
while the gas turbines are off line. The emissions, in
tons per year, will increase as follows: PM10 26.6, SO2
5.7, NOx 31.1, VOC 22.28 and HAPs 0.52. To offset the
emission of 206 tons for PM10, NOx and SO2, combined, SCE
is purchasing 247.2 tons of emission credits as required
by state Air Quality rules. The completed engineering
evaluation and air quality impact analysis showed that
the proposed project meets the requirements of federal
air quality regulations and the State air quality rules.
The Executive Secretary intends to issue an Approval
Order pending a 30-day public comment period. The project
proposal, estimate of the effect on local air quality and
draft Approval Order are available for public inspection
and comment at the Utah Division of Air Quality, 150
North 1950 West, Salt Lake City, UT 84114-4820. Written
Comments received by the Division at this same address on
or before November 7, 2003, will be considered in making
the final decision on the approval/disapproval of the
proposed approval order. Email comments will also be
accepted at milkar@utah.gov. If anyone so requests to the
Executive Secretary at the Division in writing within 15
days of publication of this notice, a hearing will be

TO APPROVE A REVISED LARGE MINING AND RECLAMATION PLAN
FOR ASH GROVE CEMENT COMPANY'S NIELSON SANDSTONE MINE,
JUAB COUNTY, UTAH THE STATE OF UTAH TO ALL OPERATORS,
TAKERS OF PRODUCTION, MINERAL AND ROYALTY OWNERS, AND
PARTICULARLY ALL PERSONS INTERESTED IN SECTIONS 1, 11 AND
12, TOWNSHIP 14 SOUTH, RANGE 3 WEST, SLBM, JUAB COUNTY,
UTAH. Notice is hereby given by the Division of Oil, Gas
and Mining of its tentative decision to approve the Large
Mining Operations Notice of Intention to Revise
Operations for Ash Grove Cement Company's Nielsen
Sandstone Mine. Mining activities will affect the
following area: SW 1/4 of SW 1/4 of Section 1, E 1/2
Section 11, and the NW 1/4 of NW 1/4 of Section 12,
Township 14 South, Range 3 West, SLBM, Juab County, Utah,
Ash Grove Cement Company has submitted a permit
application to expand their existing large mining
project. Reclamation surety will be increased and
provided to the Division for the proposed project
disturbance. The operator will employ the following
mining and reclamation techniques on approximately 132
acres of federal, and state land. During Operations; The
Nielson Sandstone mine began operation in 1987 and has
operated as a conventional, single bench, open pit mine.
The proposed expansion of the Pit 1 will continue to be
mined using a single bench approach. As a new pit area is
disturbed, soils will be pre-stripped and stock piled for
reclamation. When the pit limits are reached, the pit
will be graded and reclaimed. Pit 2 will be mined is a
similar manner, but as a repeated single bench operation.
Mining of a single level will he completed before the
next level is developed. After Operations; As a mining
phase is completed, the mine phase will be
contemporaneously reclaimed to meet the post-mining land
use. At the completion of all mining, the site will blend
into the surrounding topography. The final mine slopes
will be reclaimed at a 3M: 1V slope. The pit bottoms will
be sub-drilled, ripped and recontoured, then the
previously stripped soil will be redistributed oil these
areas. All roads within the pit areas will be reclaimed
following mining. Some roadways in the mine area will
remain following mining to provide access to BLM grazing
land north of the mine and to allow periodic inspection
of the site to evaluate revegetation success. The mined
area will be graded to approximate final contours, then
reclaimed using state-of-the-art surface roughening and
revegetation techniques. All seeding will take place
during the fall of the year that reclamation is
