Mona City to meet with CIB to review application for a grant

Mona's mayor and a council member will meet with the Community Impact Board (CIB) to review an application for a grant for a water master plan for the city.
Jesse Ralphs, representing Sunrise Engineering, told Mona Council members that the meeting was set and that their appointment was made.
"With master plans," said Ralphs, "there is typically not a lot of discussion."
Jeff Hearty, council member, and Bill Mills, mayor, will attend the meeting with Ralphs who will be there to help if needed.
The CIB Board Meeting will be held on Thursday, September 5, in the Department of Environmental Quality Board Room at the Multi-Agency State Office Building located at, 195 North 1950 West, Salt Lake City. The meeting will start at 8 a.m. with the staff briefing for the CIB commencing at 8:30 a.m.
The action portion of the CIB meeting will start after the completion of the staff briefing.
"I will meet you at 6:45 a.m. at the Mona City Hall and we can car pool," said Ralphs.
Ralphs said the board may ask Mills and Hearty why the city needs a water master plan and the two council representatives should be prepared to answer the question.
"We are number four on the agenda," said Ralphs. "We could wait for our turn for one-half to one hour."
The Permanent Community Impact Fund Board (CIB) is a program of the state of Utah which provides loans and/or grants to state agencies and subdivisions of the state which are or may be socially or economically impacted, directly or indirectly, by mineral resource development on federal lands.
The source of the CIB's funding are the mineral lease royalties returned to the state by the federal government. The CIB will consider only those applications submitted by an eligible applicant for an eligible project.
Utah state statute defines a "subdivision of the state" as being any of the following: counties, cities, towns, school districts, housing authorities, building authorities, special service districts, water conservancy districts, county service areas, special improvement districts, water or sewer improvement districts, and public postsecondary institutions.
Utah state statute authorizes the CIB to fund the following types of activities: planning, construction and maintenance of public facilities, and provision of public services.
The CIB's administrative rules further define "public facilities and services" to mean public infrastructure traditionally provided by governmental entities.
The purpose of the master plan is to provide specific direction to the city based on standards established by the Utah Division of Drinking Water.
