The Levan Town Council met on Wednesday, Sept. 11,
2002 and discussed several issues. Several residents were
in attendance and all councilmembers were present.
The hot topic of the meeting was Kuhni's
proposed location for their rendering plant. Mayor Bob
Shepherd had included it on the agenda to get a
perspective on Levan Town's position.
Joyce Justet, a Levan resident, was present to give
information she had gathered about the proposed plant.
She said she had contacted several key people including
Kevin Kuhni, the Audubon Society, Juab County, and
several wilderness authorities. Her concern was primarily
with the Kuhni plant being on or near wetlands.
Several of the residents' concerns included the
location by the Mills exit, the stench from the
evaporative ponds, chemical pollution caused by chlorine
used at the plant, and whether Kuhni's was planning on
hiring local people.
The council decided to make a motion opposing the
relocation of Kuhni's to Mills. They made this motion so
they would have a consensus of local opinion to take to
the Kuhni public hearing which was held Thursday, Sept.
12.
The cemetery and its improvements were also
discussed. Councilmember Ralph Brooks said that he would
like to see a sprinkler system on the extreme east and
west sides of the cemetery. He said that now would be
great timing because they would be taking out trees and
putting in the fence and putting in the system now would
be ideal. He didn't have an estimate of the cost of the
whole project, but he said that they would only need
money for materials.
The question of using the money from the perpetual
care fund was asked. According to the council, only the
interest from that fund could be used and it doesn't
generate enough interest to cover the project. City funds
would have to be used.
The council decided that it would be a wise thing
to put in the sprinkler system now and voted to do
so.
Mr. Brooks also asked about putting in a 1/2 inch
drip-line to water the new trees. He said that the cost
would be $127.00 for all materials. The council added
this amount into the sprinkler system vote.
A business license was approved for Travis
Rosquist and Hot Shot Transportation. Mr. Rosquist wants
to haul used cars to and from California.
The council discussed and approved entering
into a contract with Nephi City to purchase a pole line
truck for Levan Town. The cost would be $12,000 with
$2,000 down and $1,000 monthly thereafter. The old truck
was sold because it did not meet inspection criteria and
couldn't be insured.
The Planning and Zoning committee reported
that several building permits were issued at their
meeting.
New business: Catina Nichols wanted to
discuss her concerns with the 4-H riding arena. She
wanted to make sure that the council and herself agreed
on usage of the arena. She said that the 4-H did not mind
sharing the arena with the townspeople as long as they
used it for riding purposes only. She informed the
council that some problems with people using it for other
purposes had come to her attention. The 4-H raised money
to build the arena and the equipment belongs to the 4-H.
According to Ms. Nichols, there are signs posted on the
arena stating that it is for riding only.
There were no council member concerns.
The next meeting will be held October 9, 2002 at
8:00 p.m.
