  • Service Districts in the county should be included in the "wish list" for funding

It is time for the "Christmas Wish List" up-date in the form of Permanent Community Impact Fund Board 2000 Consolidated Local Capital Improvements Lists CDBG, and CIB (Community Impact Board) needs to be resubmitted by Juab County and the communities located in the county.

Emory Polelonema and Russ Martin told Juab County Commissioners that they must review the choices submitted on the 2000 list and add those items which were not included to the 2001 list.

"We have to have the project listed before we can ask for any funds," said Robert Steele, commissioner. "The only exception to that rule is if there is an emergency situation such as a major breakdown of the sewer system."

The county fire district will be a good entity to have functioning, said Martin.

"When such a district is put together there is nothing better for getting funding for projects," he said. "The CIB will jump at the chance to fund projects and if the fire district will prioritize the projects for the district (which will include the county and each of the communities in the county) the CIB will be impressed."

Not only will the fire district needs be listed, but it would be a good idea to list all projects for the year 2001. It is also important to carefully review the cost estimates for those projects, said Martin.

"If you over estimate the cost, you may cut yourself short," he said. While it was understood that the figures submitted were, in most cases, simply ballpark figures, the closer the estimate, the better the chances of receiving the CIB loan.

In addition, said Martin, all projects which had been listed but were not done should be resubmitted. "These are goals rather than hard deadlines."

Lists of desired projects which need to be funded are categorized into short-term by date such as April, August, and December. Medium term projects are those which areas hope to get done between 2001 and 2006.

Long term goals are not scheduled to occur until after 2006.

"The Eureka City Park project is an on-going goal," said Martin. "The total project cost was listed as $10,000. So even though the project was listed as a short term goal for April 2000, it continues to be part of the list."

Service Districts in the county should also be included in the "wish list" for funding, said Martin. For example, Service District 1 would like to have funding for restoration of the historic jail, for restoration of the farm implements museum, and for ongoing museum improvements.

Service District 2 has the continued project of the restoration of the auditorium for the county building on their funding wish list.

The Mona Reservoir recreation area upgrade is an on-going project on the county's list as are fairgrounds improvements.

Rocky Ridge would like funding for a park, Levan for an electric system upgrade, Nephi for park construction, Juab Fire District, for fire equipment, Eureka for a Community Acts Complex, and Mona for a community building.

Sewer systems, water storage and distribution systems, and development of other such systems continue to appear on the lists of most communities for medium and long-term goals.

"We will encourage Mona to add a fire engine to their list," said Martin.

The lists should all be submitted by December 2000, said Martin.
