University seeks individual to represent the Utah Crop
Improvement Association in central Utah (Juab, Millard,
Sanpete, Sevier, and Utah counties in promoting and
supervising the Seed Certification program and assisting
seed growers, wildland seed collectors, and seed
conditioners in producing high quality Certified seed.
Responsibilit ies include inspections of fields (and
wildland collection sites) and equipment, collecting seed
samples, supervising tagging, and record keeping. Person
must have experience in production agriculture,
preferably small grains, alfalfa seed, and grass seed,
and be able to recognize genetic off-types, weeds, and
diseases that would contaminate the seed crop. Person
must also have experience with wildland and reclamation
plants (native and introduced) and be able to recognize
plants and seeds of these species on wildland sites.
College credits or degree in agriculture-related field
and some computer experience would be beneficial. Person
must be able to walk through uneven terrain, climb
ladders and catwalks, and tolerate extreme weather
conditions, dust, and pollen. Vehicle may be provided by
employer or person may at times use own vehicle (mileage
reimbursed). Flexible work schedule, approximately 20
hours per week average (50% time), with work load
concentrated at certain times of the year along with a
12-24 hr (occasionally shorter) on-call availability.

Proposed Sierra Pacific Communications Silver State
East Fiber Optic Project The following notice for
the Silver State East Fiber Optic Project was previously
published on August 2 and August 9, 2000. There has been
a change in the proposed cable route in Utah since that
time. The primary change is that the project would now
terminate just north of Spanish Fork, Utah, instead of
Salt Lake City as initially proposed. A detailed
description of the entire project is given below and
includes the alignment change. In accordance with the
National Environment Policy Act of 1969, the Bureau of
Land Management (BLM), in cooperation with the United
States Forest Service (USFS), and Sierra Pacific
Communications is preparing an Environmental Assessment
(EA) for the installation of a fiber optic cable from
Reno, Nevada to just north of Spanish Fork, Utah. The
majority of the lands crossed by this project are public
lands under the jurisdiction of the BLM. Accordingly, the
BLM is the lead Federal Agency in the preparation of the
EA. The Ely Field Office has been designated as the Lead
for the BLM. The EA is evaluating the No-Action and
Proposed Action Alternatives. The proposed fiber optic
project consists of construction, operation and
maintenance of a buried cable between Reno, Nevada and
just north of Spanish Fork, Utah. The fiber optic cable
would approximately follow the highway right-of-way south
from Reno along U.S. Highway 395 to East Lake Boulevard.
From East Lake Boulevard, the cable would continue
southward to an existing utility corridor near the south
end of Washoe Valley. The cable would then proceed south
and east to Goni Road, where it would continue southward
to Arrowhead Drive in Carson City. At Arrowhead Drive it
would then run eastward to U.S. Highway 50, and continue
eastward through Nevada and into Delta, Utah (in Utah
U.S. Highway 50 becomes U.S. Highway 6/50 into Delta).
The route stays on U.S. Highway 50 through Fallon;
however, in Austin, Eureka, and Ely, Nevada, and Delta,
Utah, the route follows side roads to avoid downtown
areas. Additionally, the route just east of Austin would
follow a power line and associated maintenance road to
just north of Bob Scott Summit. At Delta the route would
follow U.S. Highway 6 northeastward to State Route 132 in
Lynndyl. At State Route 132 the cable would continue
northeast to just west of Nephi, where it would once
again follow side roads to avoid the downtown area before
intersecting State Route 91 north of town. On State Route
91, the cable would continue northward through Mona to
Santaquin, Utah. The cable would then head northeast,
following side roads and a portion of State Route 115 on
the west side of Interstate 15. Just north of Spanish
Fork, the cable would cross under I-15 and tie-in with
another fiber optic system on 4800 South, approximately
0.2 miles east of I-15. Construction is tentatively
scheduled to begin between January and February 2001.
Estimated construction duration is approximately five to
six months. Operation is tentatively scheduled to begin
June 2001. Federal, state, and local agencies, and other
organizations or individuals who may be interested or
affected by the BLMs decision on this fiber optic
cable installation project are invited and encouraged to
participate in the scoping process and to provide
comments on issues to be addressed in the EA. The EA
scoping period for public comment will now be open until
the close of business on October 6, 2000. Comments may be

Utah Lake Drainage Basin Water Delivery System Scoping
Meeting Notice is hereby given of a public scoping
meeting on the Utah Lake Drainage Basin Water Delivery
System (Utah Lake System). The meeting is being sponsored
by the U.S. Department of the Interior (Interior) Central
Utah Water Conservancy District (District), and the Utah
Reclamation Mitigation and Conservation Commission
(Commission) who are joint lead agencies for the project.
The Utah Lake System is the final component of the
Bonneville Unit, Central Utah Project (CUP). During the
initial scoping phase, input is being sought from
potential CUP water purchasers and petitioners to
determine existing and future water needs, potential
service areas, and potential facilities. The scoping
process is intended to define the needs the project is to
meet, which in tam will give direction and desired
outcomes for the project planning that will follow. The
public scoping meeting will be conducted in an open house
format and will be held: 5:00 p.m. to 8-00 P.M. Thursday,
September 28, 2000 Student Center Ballroom Utah Valley
State College, Orem. Officials of Interior, the District,
and the Commission will be available to receive input,
provide information, and answer questions. Notice of the
scoping meeting was also published in the Federal
