The Levan Town Council met Wednesday, August 7, 2002. All
members were present with the exception of Ryan Aagard who
was excused from the meeting.
The focus of the meeting seemed to revolve around
price changes. The council discussed raising the rates for
the pavilion at the park. Citizens were not concerned with
the rate for day use which stands at $15.00 for residents,
$50.00 for non-resident. The residents questioned raising
the overnight rate from $75.00 to $200.00. Some thought the
price was too steep. Councilmembers felt that $75.00 was too
cheap and would not even cover the price of garbage
pick-up.
Councilmember Rod Wankier felt that $200-00 was a
reasonable and cheap price, comparing it with the camping
rates at KOA. "If you only have 5 campers, that's still only
$20.00 a piece." He stated that he thought the rate had
already been changed to $200.00.
Paul Mangelson suggested that maybe they should charge
the same rate for everybody.
Mr. Wankier stated that several people had talked with
him saying that the park should not be used for overnight
use at all. Other members were not in favor of eliminating
overnight use.
The council also discussed the issue of when people could
reserve the park. The council felt that residents should
have priority over non-residents.
Mr. Wankier suggested using the money from reservations
to put in a fund that could help pay for improvements with
the park, such as a sprinkler system.
Janet Carter asked if campers were supposed to pay a
deposit and clean up after themselves. Mayor Shepherd said
that if you require a deposit then it becomes a clerical
problem with holding the check and sending it back. He also
stated that if someone reserves the date and puts a deposit
down for clean-up, then know they are going to go, not just
hold the date.
Mr. Wankier said that most people were good about
cleaning up after themselves. He said that there had been a
problem with the bathrooms not being cleaned, but he was not
sure if that was the campers doing or if it was local kids
who had messed up the bathroom.
There was also some concern over people pulling vehicles
and campers on the lawn disregarding posted signs.
The council decided to keep the resident day-use at
$15.00 and raise the non-resident day-use to $75.00. They
decided to compromise and make the overnight rate $100.00 a
night for residents, $150.00 a night for non-residents.
These rates only cover the rental of the pavilion; the rest
of the park would still be open to the public. The council
decided to make the time for reservations 12 months in
advance for residents and 10 months in advance for
non-residents with reservations confirmed on full payment.
Payment could be refundable if the party cancels at least
two weeks in advance. Paul made the motion and Rod seconded
it. The motion carried. These changes will be effective
January 1, 2003.
The council discussed changing stock water rates
and winter rates. Right now stock water rates are $4.00 and
winter rates are $6.00. Mayor Shepherd wondered if they
should put a maximum usage cap along with the raise in
price. The council voted to raise the stock water rate to
$6.00 with a 10,000 gallon use . Winter rates will stay at
$6.00 for non-use. Rod Wankier made the motion and Paul
seconded it. The motion carried.
Jens Mickelson was on the agenda to discuss
putting in a tower for wireless Internet, but he was not
present. Neither were the interested parties. The issue has
been tabled.
Council member concerns: Heber Taylor reminded
Ralph Brooks that ground on the southeast corner of the
cemetery needs to be leveled. He also said that the morning
glories should be sprayed.
The next meeting will be held September 11, 2002 at 8:00
p.m.
