Proposed Sierra Pacific Communications Silver State
East Fiber Optic Project - Reno, Nevada to Salt
Lake City, Utah In accordance with the National
Environment Policy Act of 1969, the Bureau of Land
Management (BLM), in cooperation with the United States
Forest Service (USFS), and Sierra Pacific Communications
is preparing an Environmental Assessment (EA) for the
installation of a fiber optic cable from Reno, Nevada to
Salt Lake City, Utah. The majority of the lands crossed
by this project are public lands under the jurisdiction
of the BLM. Accordingly, the BLM is the lead Federal
Agency in the preparation of the EA. The Ely Field Office
has been designated as the Lead for the BLM. The EA is
evaluating the No-Action and Proposed Action
Alternatives. The proposed fiber optic project consists
of construction, operation, and maintenance of a buried
cable between Reno, Nevada and Salt Lake City, Utah. The
route would connect two metro loops - the Verdi to Reno,
Nevada loop on the west end, and the Salt Lake City to
Brigham City, Utah loop on the east end. Connection
points to the metro loops would be at the intersection of
South Meadows Parkway and South Virginia Street in Reno,
and at the intersection of Interstate 215 and Indiana
Avenue in Salt Lake City. The fiber optic cable would
approximately follow the highway right-of-way south from
Reno along U.S. Highway 395 to East Lake Boulevard. From
East Lake Boulevard, the cable would continue southward
to an existing utility corridor near the south end of
Washoe Valley. The cable would then proceed south and
east to Goni Road, where it would continue southward to
Arrowhead Drive in Carson City. At Arrowhead Drive it
would then continue eastward to U.S. Highway 50,
proceeding eastward through Nevada and into Delta, Utah
(in Utah it is U.S. Highway 6/50 into Delta). The route
stays on U.S. Highway 50 through Fallon; however, in
Austin, Eureka, and Ely, Nevada, and Delta, Utah, the
route follows side roads to avoid downtown areas. East of
Delta the cable would leave U.S. Highway 50 and follow
U.S. Highway 6 northward to Highway 36. From Highway 36
it would travel northwest to an old railroad grade that
is now a dirt road, and continue on that road along the
old railroad grade northward to Highway 73. Then the
cable would proceed eastward to State Route 197 in Lehi,
where it would then travel northward to State Route 89.
From State Route 89 the cable would proceed northward to
Interstate 15, and continue on I-15 northward to
Interstate 215, and from there northward to connect with
the fiber optic loop at Indiana Avenue. Construction is
tentatively scheduled to begin between January and
February 2001. Estimated construction duration is
approximately six months. Operation is tentatively
scheduled to begin June 2001. Federal, state, and local
agencies, and other organizations or individuals who may
be interested or affected by the BLMs decision on
this fiber optic cable installation project are invited
and encouraged to participate in the scoping process and
to provide comments on issues to be addressed in the EA.
The EA scoping period for public comment will be open
until the close of business on August 25, 2000. Comments

PUBLIC NOTICE The Nephi City Council will hold a public
hearing at 7:00 p.m. on Tuesday, August 15, 2000 in the
Nephi City Council Chambers located at 21 East 100 North
in Nephi. The purpose of the hearing is to receive public
comment on a request to zone property located at
approximately 50 to 100 West and between 100 to 200 North
to allow for multi family dwellings- The property is
being considered for either a CU or a R3 zoning
