The developers of the Red Cliff Estates subdivision
received conditional approval for a preliminary plat for a
14-lot development.
Tyler and Trent Cowan attended Nephi City Council
seeking approval for the subdivision which Chris Wall
proposed to the planning commission.
The subdivision will be built on the south side of
1300 South Street between Main Street and 400 East.
"We are working with an adjacent property owner to see
if we might be allowed to build a temporary turnaround on
his property," said Tyler Cowan.
When the other property is developed, the road could
be made into a through street. Meanwhile, the owners are
trying to work toward an agreement that would allow the
temporary turnaround to be built.
"Eventually, the temporary turnaround will become 300
East Street," said Randy McKnight, city administrator.
It might be that the turnaround could be built in the
form of a "T" so that it would be easily developed into a
road that would fit with the city street design.
On the other hand, if the neighboring development does
not succeed, then the turnaround would remain.
The planning commission gave their stamp to the
vicinity plat and preliminary plat approval for the project.
The plans have also be submitted to the city and reviewed by
the development review committee.
"A conditional approval would allow city staff to work
with the owners on making any changes necessary for final
approval," said McKnight. "The condition would be that the
staff verify compliance with all requirements in the
subdivision ordinance, including an approved set of
construction plans."
He said requirements for preliminary plat approval
include complete construction plans but, while the developer
is actively working on them, those plans are not yet
complete.
However, the conditional approval would be dependent
on the completion and, after that, preliminary plat approval
would become effective.
"Since the council doesn't have another regular
meeting scheduled for three weeks, the council granting
conditional preliminary plat approval will allow the owners
to continue working toward development," said McKnight.
