Notice of Availability of Proposed Questar JTL-113 Pipeline Environmental Assessment The Bureau of Land Management (BLM) hereby gives notice that the proposed Questar JTL-113 Pipeline Environmental Assessment (EA) will be ready for public review and comment on or about April 12, 2004. Questar Pipeline Company has proposed to construct and operate a new 20-inch buried natural gas pipeline. The new pipeline would connect their “Main Line 104” pipeline with a new natural gas-fired power plant that would be constructed on private land approximately two miles west of Mona, Utah. The Environmental Assessment considers the Proposed Action and one alternative. The Proposed Action is to construct 13.3 miles of pipeline of which 4.5 miles will cross BLM-administered land. An alternative that was also analyzed calls for constructing the pipeline entirely on private land, which would require a slightly longer pipeline. The EA was prepared by SWCA, an environmental consulting firm in Salt Lake City. Copies of the EA will be sent to affected Federal, State, and Local Government agencies and interested or affected parties. Copies of the EA will be available for public inspection at the following BLM offices: Utah State Office, 124 South State Street, Salt Lake City, UT; Salt Lake Field Office, 2370 South 2300 West, Salt Lake City, UT; and Fillmore Field Office, 35 East 500 North, Fillmore, UT.
