The Nephi City Council met in regular session on January 3. The meeting was convened after the oath of office was given to new members: Mark Jones, Mayor, Kent Park and Wayne Jarrett, council members.

City recorder, Blair Painter, reviewed with the council the process of dog licensing (approxiamtely 185 licensed animals currently) and animal shelter operations. He passed out the current licensing fee schedule along with the fees for impounded dogs and cats. Renewal licensing for dogs takes place in January of each year. These licenses do not bring in a lot of revenue to the city's general fund, approximately $1,500 per year, but help in keeping animals under control within the city.

Painter also gave a summary of the processes involved in reviewing and approving business license applications. He discussed licensing within the commercial distrcit and also home occupation permits which may be a no-impact home occupation or an impact home occupation permit. Licensing fees were discussed and the council received a listing of current businesses presently licenses (approx. 325). Renewal dates for business licenses is March 31 of each year. Revenue from business licenses each year is approximately $10,000 which goes into the general fund.

He reviewed the processes involved with reviewing and approving beer license applications within Nephi City. He discussed the different types of beer licenses and the requirements for each class of license. The license fee for Class A Beer Licenses is $150 a year. There are currently 12 businesses that are licensed. Also discussed was the process of requiring a $2,000 beer surety bond. This type of licensing presently brings into the general fund approximately $1,800 per year. The beer license is issued on a calendar year basis with the required bond expiring on the anniversary date of the beer application.

Randy McKnight, city administrator, discussed with the council a summary of the processes involved in reviewing and approving building permits. Most of the building codes are regulated by the State of Utah, and Nephi uses the International Building Code. The council discussed the application packet and approval signatures, and a list of the building permits issued during the last year.

City attorney, Denton Hatch, discussed state statutes related to ethics and conflicts of interest for local elected officials and the related required disclosure requirements.

Mayor Jones said that he would make specific assignments for each council member at a future council meeting.
