Greg Ogden, CPA, reported the financial position of Levan
Town at June 30, 2000, to the Council. The financial
position of Levan Town has improved and Ogden stated, "...it
looks much better than it has over the last few years. I
think two years from now you're going to look really healthy
again. It has taken a lot of years for this natural gas
system to work through and earn enough of a profit to get
healthy."
A lot of the problems Ogden encountered last year with
the accounting procedures of Levan Town have been taken care
of. Seventeen of the findings from last year's report were
not found this year. That was a big improvement. There are
still 14 items that were included in this year's report.
Some of the items still on the list were: no balance sheets
are used in the accounting system. Ogden suggested that
Levan Town set their accounting system to generate fund
statements rather than departmental statements.
Sales Tax reports were still far behind from last year.
They are caught up now but were so far behind that it took
some time to catch up.
Signing blank checks. Checks should not be signed in
advance. Ogden suggested that each check signer look through
the invoices before signing any checks.
Bank reconciliations for trust funds were still not being
done.
There was some inconsistency on coding expenditure and
revenue accounts. Ogden suggested coming up with a chart of
accounts that says specifically what revenues go to which
revenue account etc.
Although the new accounting system is working better,
Ogden stated that "44% of the checks did not have a
supporting invoice." A copy of the invoice should be made
before the bill is sent off.
Utility accounts receivable is still an area of concern.
The stricter policy dealing with delinquent utilities has
helped but it is still a concern.
"Overall," Ogden stated, "this report was much improved
over the audit in 1999."
There was nothing to report from the Planning and
Zoning Committee, and no new business brought before the
Council from citizens.
The only Council Member to bring any concerns
before the Council was Alden Shurtz. Shurtz said he has been
watching the utilities and wanted the Council to be as firm
as they could be with delinquent accounts.
Shurtz asked what was being done with the property
on 5th South and 2nd West. Mayor Robinson said the papers
were being split up so that each owner could sign their own
agreement with the Town.
Shurtz asked that the Town secretary be present at
meetings to answer questions Council members might have.
Mayor Robinson said he would be attending a meeting
with other mayor's and the county commissioners to discuss
the Fire District. He called for Council members to let him
know of any concerns or question they may have about the
Fire District.
The next meeting will be held Feb. 21, 2001.
