Two Juab County Commissioners attended the Mona Town
Board meeting to request water at the county-owned gravel
pit near Mona.
"We are hopeful you would allow us to use an extremely
small amount of city water to help keep the dust down at the
gravel pit," said Robert Steele, commissioner. "We only need
enough to provide an extremely fine spray."
Wm. Boyd Howarth, commission chair, said the deed for
the transfer of property at the site of a new Mona Park was
being prepared. The county, he said, had determined to deed
the county property to the city.
"We want to know if there is some give on your side,"
said Howarth. "We will need the water as long as the county
has the gravel pit."
Mayor Bryce Lynn told commissioners that there wasn't
a water connection near the gravel pit. However, the county
could use a fire hydrant to fill a water tanker truck and
haul it to the site.
"We are willing to put the water line in at our
expense," said Steele. Furthermore, he said, the county was
prepared to pay a monthly water fee for water use.
Since approximately 1,000 ton of gravel can be crushed
at the site each hour, an inordinate amount of dust could
result. The water spray would keep the dust from being a
problem to the community.
"I don't think we would use any more water than a city
connection," said Howarth. "We would also want you to
include in the agreement that the water connection would
revert back to the city if the county ceases to use the
gravel pit."
All restrictions could be outlined in an agreement
between the two entities, said Doran Kay, council member.
However, he said, he thought the water delivery at the site
should be metered.
"That is the only way," said Howarth.
"I think it should be metered in the same way any
other water connection is metered," said Steele. Fore
example, he said, the gravel pit connection could be allowed
to use as base number of gallons per month and then be
charged an overage fee for the number of gallons used over
that amount.
Present rates for county water customers who use Mona
water are $24 per month. A penalty fee of 42 cents per 1,000
gallons is charged for those who use between 20,001 and
40,000 gallons and 58 cents for those who use over 40,000
gallons per month.
